The Biggest Benefit Group

The purpose of the Biggest Benefit Group is to implement Group policy.

The Biggest Benefit Group has one policy only, and that is to peacefully restructure the governing roles in New Zealand to achieve the biggest benefit for all people everywhere as per the Proposal for Peaceful Restructuring of the governing roles in New Zealand.

The Biggest Benefit Group does not, and will not, have any position on any other policy at all.

The Biggest Benefit Group will be disestablished once the Group has achieved its purpose.

Group Structure

The Biggest Benefit Group is an unincorporated group and has the following governance structure:

  • The Assembly Committee

  • The Executive Assembly Committee

  • The Executive Committee

  • The Judiciary Committee

The voting power for changes to the Group Rules lies with the Assembly Committee. The Assembly Committee votes to:

  1. Accept or reject a prepared proposal for an amendment to the Group Rules that the Executive Assembly Committee has submitted to the Assembly Committee.

  2. Select the next draft proposal (out of the current set of draft proposals that have been submitted to the Executive Committee) to submit to the Executive Assembly Committee to prepare.

Process for changes to the Group Rules:

  1. Any person anywhere can submit a draft proposal for changes to the Group Rules to the Executive Committee.

  2. The Executive Committee collates all draft proposals.

  3. The Assembly Committee selects one draft proposal at a time from the collection of draft proposals held by the Executive Committee.

  4. The Assembly Committee submits the selected draft proposal to the Executive Assembly Committee.

  5. The Executive Assembly Committee produces a prepared proposal consistent with no more nor no less than the intention of the original draft proposal.

  6. The Executive Assembly Committee submits the prepared proposal to the Assembly Committee for voting to be accepted or rejected as changes to the Group Rules.

  7. If accepted the prepared proposal will form an amendment to the Group Rules.

The Group Purpose is implemented by the Executive Assembly CommitteeThe Executive Assembly Committee represents the Group in the general election as electoral and list candidates and will work as per the Proposal for Peaceful Restructuring of the governing roles in New Zealand.

The Group Rules are administered by the Executive Committee.

The Group Rules are enforced by the Judiciary Committee.

The following general points apply to the proposed peaceful restructure:

  • An Officer may serve no more than one of the Executive Assembly, the Executive, and the Judiciary.

  • All powers are separated in governance, that is, no person, group, class or set of persons, has more power than any other person, group, class or set of persons, to propose or vote on changes to legislation.

  • No person, or group of persons, has power to exclude any other person, or group of persons, from participating in governance to the extent that the first person or group participates in governance.

  • Any person, or group of persons, may have a draft proposal for a change to legislation considered as it was intended by the person, or group of persons, who submitted the draft proposal
