Proposed Peacefully Restructured Governing Roles
The Biggest Benefit Group propose to peacefully restructure the governing roles in New Zealand to achieve the biggest benefit for all people everywhere:

The group propose to peacefully disestablish and make redundant in New Zealand the governing roles of the monarch, ministers of parliament, lawyers and attorneys.

The group propose to peacefully create the governing roles of the Assembly and the Executive Assembly and peacefully restructure the governing roles of the Executive and Judiciary.

The Assembly
Purpose
The purpose of the Assembly is twofold:

Firstly, the Assembly will vote on a prepared proposal for legislation that the Executive Assembly has submitted to the Assembly. Assembly decisions that pass will form legislation.

Secondly, the Assembly will vote to select the next draft proposal (out of the current set of draft proposals that have been submitted to the Executive) to submit to the Executive Assembly for the Executive Assembly to prepare.

Selection
Each Assembly will be of short tenure and will vote on one prepared proposal and one draft proposal selection. The Assembly will be formed from all citizens and permanent residents of New Zealand. Assemblies will be formed periodically several times per year.
The Executive Assembly
Purpose
The purpose of the Executive Assembly will be to prepare proposals for legislation. The Executive Assembly will prepare each proposal for legislation consistent with no more nor no less than the intention of an original draft proposal for legislation that any person or group of persons anywhere (such as a political group, unincorporated group, iwi, tribe, company, incorporated society, etc) has submitted to the Executive. The Executive Assembly will then submit the prepared proposal for legislation to the Assembly for voting. The Executive will keep a public record of draft and prepared proposals and how they are prepared by the Executive Assembly and voted on by the Assembly. The set of draft proposals currently submitted to the Executive will be made freely available to the public.
Selection
The Executive Assembly CEO and Officers will be elected from all citizens of New Zealand, by all citizens of New Zealand, based on proven relevant expertise and experience to the role and following democratic process.
The Executive
Purpose
The purpose of the Executive will be to administrate legislation.
Selection
Each Executive Department CEO will be elected from all citizens of New Zealand, by all citizens of New Zealand, based on proven relevant expertise and experience to the role and following democratic process. Each Executive Department CEO will be responsible for the selection of additional Executive Officers for each respective department and will be selected from all citizens of New Zealand based on proven relevant expertise and experience subject to employment law.
The Judiciary
Purpose
The purpose of the Judiciary will be to enforce legislation and common law. The Judiciary will hear and decide on conflicts before the courts subject to legislation and common law. Groups of three Judges will receive submissions directly from disputants. All people everywhere are equal before the law.
For each dispute three judges will be chosen at random, subject to knowledge and experience relevant to the conflict, from the group of all judges in the Judiciary at the relevant court level.
Selection
The Chief Judiciary Officer will be democratically elected from all Judges in higher courts, by all citizens of New Zealand, based on proven relevant expertise and experience to the role.
Judges in higher courts will be democratically elected, by all citizens of New Zealand, from the Judges in lower courts based on proven relevant expertise and experience subject to employment law.
Judges in lower courts will be democratically elected from all citizens of New Zealand and based on proven relevant expertise and experience subject to employment law.

Judiciary Officer positions will be reviewed periodically following democratic process.

Process for changes to legislation:

Any person anywhere can submit a draft proposal for changes to legislation to the Executive.

The Executive collates all draft proposals.

The Assembly selects one draft proposal at a time from the collection of draft proposals held by the Executive.

The Assembly submits the selected draft proposal to the Executive Assembly.

The Executive Assembly produces a prepared proposal consistent with no more nor no less than the intention of the original draft proposal.

The Executive Assembly submits the prepared proposal to the Assembly for voting to be accepted or rejected as changes to legislation.​

If accepted the prepared proposal will form an amendment to legislation.
